
Description
Under general administrative direction, perform professional level human resources work in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, and human resources operations.
Produces lists of eligibles for SFDED recruitment: conducts analyses, organizes recruitment activities, reviews employment applications, develops and administers selection devices, analyzes results, recommends passing scores, and creates eligible lists.
Assists in the development, maintenance and administration of a departmental human resources program including hiring, training, performance management, leave management, position management, compensation; prepares reports, analyzes data, and provides consultation and information to division managers regarding human resources issues.
Evaluates requests for leave; administers requests to fill position, employee transfers, post-referral, hiring, appoint, onboarding and layoff processes; interviews and examines candidates.
Negotiates resolutions to grievances; investigates complaints of serious employee misconduct and complaints; enforces MOUs to ensure consistent departmental compliance with provisions; and acts as a Skelly in employee disciplinary hearings.
Coordinates processing of human resources transactions; reviews requests to fill positions; directs and reviews the preparation of requests to fill positions.
Administers employee discipline based upon factual information using personal observation and assessment using a variety of tools such as SharePoint, DVRs, BWCs.
Respond and follow-up to referrals of misconduct from Division Managers, Assistant Division Managers and other managers/supervisors.
Respond and fulfill records requests of records subject to disclosure such as DVR/BWC video, emails, radio audio, reports, files, and other miscellaneous records. Collect fees for records that are subject for-profit such as exclusive videos, exclusive audio, and others. Apply proper redactions of personal identifiable information and operational security in compliance to state and federal laws. Withhold records that are exempted from disclosure.
Performs other related duties and responsibilities as assigned.
Minimum Requirements
- From work experience: (1) year of management experience.
- High School Diploma or equivalent if above eighteen (18) years of age.
- Demonstrates basic proficiency in utilizing computer applications related to the work of the assigned unit (to be tested during the selection process or appointment).
- Experience in identifying problems and developing solutions.
- Experience in evaluating staff on stalking performance and coaching.
- Knowledge and experience in labor relations, discipline process, and contract management.
- Strong leadership skills including ability to identify issues and solve problems effectively.
- Experience in conducting investigations and recommending appropriate action.
- Track record of effective client service, public relations, and media relations management.
- Knowledge and experience using Microsoft suite of programs: Word, Excel, PowerPoint, Outlook, Access, OneNote, and Teams.
